This DR concerns a schema difference between Ecma-376 and IS 29500 in VML textboxes. These are not permitted to contain <div> elements in IS 29500, but they were in Ecma-376 (and, as the submitter points out, MS Office 2007 uses <div> elements in there).

Given that VML is a legacy technology it seems logical that the schema is modified to match the old Ecma-376 schema (changes necessary to the XSD to effect this are attached). However... I believe that the reason this was changed originally was because such documents could not be represented in the RNG schema. Would it be possible to modify the XSD schema to reflect the legacy data, and add a note to the new "differences in schema" section calling out the fact that some of these documents will fail to validate against the informative RNG schema?
