Hello there - I think it is inevitable. If the entire parent element is missing, that is already the default as stated by Part 1 on page 752:
"If this element is not present, then the character set for this font shall be assumed to be the ISO/IEC 8859-1
character set."
If we change this behaviour we'd be breaking compatibility for both Strict and Transitional documents.

I do not like "8859-1" as the default. Is this inevitable?
