I had noticed this as well and was going to bring it up on the call.  Item 261 modifies 21.2.2.136, which itself refers to 21.2.3.34 (the clause that caused the conflict).

As amended by 261, 21.2.2.136 has the right upper limit (240, not 100) but describes it as a percentage.  For values it refers to 21.2.3.34 (which COR1 changes to describe as integers that correspond to half degrees (not percentages).

I think keeping 261 would be better than deleting it.  If rewording 261 is OK for this COR to an AMD, I'd be for that.  We can adapt the text from COR1 item 457.
