In the example shown in the 2nd page of N168, the first Relationship
element has @Target="docProps/core.xml". What is the base? This the
package relationship (/_rels/.rels). Thus, the source part is the
entire package, which should be the root. Since "docProps" is a child
of the root, the source part is indeed the base.
Next, consider "presentation.xml.rels" which appears in "ppt/_rels".
This is not a package relationship. It source part is
"ppt/presentation.xml", if we get rid of "_rels" from the directory
and get rid of ".rels" from the relationship part file name. This
appears to be consistent with the first para in page 3 of Part 2. Thus,
"ppt/presentation.xml" provides the base URI. Looks good to me.
I did check an XPS file. Everything is consistent with my understanding,
although we might want to add an example to make thins clearer.
