Status update on AMD2

You may have been wondering what happened to AMD2. Well, except for a bit of
checking and a couple of small edits, I have finished the final draft of
AMD2 for Part 1. And as soon as I get some feedback from Chris on a few
questions, I plan on circulating it to WG4 for a detailed review.
 
I have not yet received Part 4, which I understand is only a page or two.
I'll do the same with that as for Part 1 as soon as Part 4 becomes
available.

We have a WG4 teleconference scheduled for 2/10, which is about 4 weeks
away. That gives WG4 members plenty of time to look at AMD2-1 (and probably
AMD2-4 as well), so I suggest we make AMD2 the main business of that call.
Then if any changes/action items result from that we'll have another 3 weeks
before the 3/3 teleconference, and then 3 more weeks before the F2F in
Prague. 

Frankly, as the clock is not running on this project, I'm inclined to have
the final discussion and to vote AMD2 out for SC 34 ballot in Prague rather
than on a teleconference. The main reasons for that are:

  * Few (if any) WG4 members other than Gareth and Chris have ever looked
thoroughly at this spec
  * It's a politically sensitive topic going back to the BRM and so-called
unimplemented decisions made there
  * More NBS/members will probably attend the Prague F2F meeting as they
will come for the SC 34 Plenary
 
Comments please. If there are no objections to this plan, Murata-san will
adjust the teleconference and F2F meeting agendas correspondingly.
