I will encourage people to take a look at EPUB3 metadata, although I can not, of course guarantee that they will.
Meanwhile, I see that a metadata schema that LC and other libraries use quite a lot for catalog-type records (with broader scope than documents or publications) has introduced a slightly different mechanism for grouping alternate representations in its latest schema update. It looks to me as though EPUB3 gives primacy to one representation, with the others being subsidiary (being "about" the primary representation) and is specific about the "alternate-script" relationship. The MODS approach simply uses an attribute altRepGroup to link the different representations of the same information and although the reason for an alternate representation might be to have the same element in another script (and that is what they have examples of, the grouping mechanism is more generic and can be applied to most elements. [Aside: MODS has a separate attribute "primary" to indicate, for example, the primary author or primary language. But that is different from declaring one representation of an author's name as primary.

Thank you very much for your mail. I agree that "group the equivalent terms for the same place together"
is a good approach.
In my understanding, EPUB3 will adopt this approach. It might be a
good idea to borrow their result as part of OOXML for easier
conversion from OOXML to EPUB3.
