DR 10-0051 — WML: Description of w:bidi should specify Unicode behavior

This DR proposes a clarification on the way in which text direction is set in paragraphs. My WordprocessingML experts think this is a useful clarification, so I'd be very much in favour of accepting the proposed changes.
