DR 11-0003 — MCE: Errors in the NVDL scripts for MCE validation

This DR covers errors in the NVDL script which prescribes how to perform MCE validation. As far as I can understand, I think the changes look good. One quick question, though - the DR is marked as "schema changes needed: yes"  - does this DR actually change core schema, or is it just the NVDL script?
