In 17.5.1.1 of Part 1, the description of the attribute "uri" already
specifies that
the value of this attribute is a namespace URI. The syntax of namespace
URIs is defined in "Namespaces in XML 1.0" (W3C recommendation).
As pointed out by the submitter, an OOXML document is not conformant if it
the value of the w:uri attribute of an w:attr element is not a correct
namespace URI. The same applies to other elements defined in 17.5.1.2
thru 17.5.1.6 and 17.5.1.9.
WG4 carefully studied the possibility of revising schemas (the use of
xsd:anyURI) for tighter validation of this attibute value. However,
WG4 concluded that xsd:anyURI does not provide strict validation of
namespace URIs. More about this, see "Bug 6089 - Revise anyURI to use
