I also think that WG4 should discuss this topic in the next F2F.

There are 18 not-yet-closed DRs and at least some of them are about 
the use of UTF-8.  The ZIP Appnote referenced by OOXML at present 
does not allow UTF-8 in zip item names.  If OOXML can 
use a newer ZIP Appnote that allows UTF-8 without any IRP issues, we
might want to address these DRs by using UTF-8 directly rather than 
the %HH hack.
