DR 10-0002 - PML: Replace use of ST_ShapeId for CT_TLShapeTargetElement

First, we forgot to change the schema (pml.xsd) in Part 4.  Second,
we did not change the RELAX NG schema (pml.rnc) in both Parts 1 and 4.

I checked-in the required schema changes in the Assembla repository.
