DR 10-0003 - PML: Replace use of ST_ShapeId for AG_TLBuild

Again, we forgot to change schemas (pml.xsd and pml.rnc) in Part 4.

We also mistakenly deleted "a:" in strict pml.xsd and "a_" in strict
pml.rnc.

I checked-in required changes to schemas in the Assembla repository.
