DR 09-0305 — WML, Glossary Document:Unspecified
behavior for repeated child elements

The DR log updates strict schemas only.  The
DCOR for Part4:2011 does not change transitional
schemas accordingly.  Meanwhile, both transitional and
strict schemas in the svn repository are updated for this
DR.

I believe that we have to fix both strict and transitional schemas.
