To improve the semantics of MCE, the first thing we have to
to do is determine whether we need @resumeMCEProcessing,
IMHO.  James and Chris, do you have more information now?

After this discussion, we can review the proposed semantics
in the wiki.  With the exception of @resumeMCEProcessing, I think
that it is in a good shape.
