MCE issues: namespace subsumption and error checking

Dear colleagues,

Japan submitted "MCE issues: namespace subsumption
and error checking", available at
http://www.itscj.ipsj.or.jp/sc34/wg4/archive/sc34-wg4-2012-0221.html.
Japan believes that MCE defects are serious enough to
hamper implementations and cordially requests WG4 to
address them in a timely and thorough manner.
