My definition of the MCE semantics

Is that @Freeze thing basically specifying extension lists?  aka, section 9.4.1 of the Part 3 draft I sent out last month?

This definition looks simple but creating this has caused a lot of brain damage.

Part 3 now has lots of semantics descriptions.  I propose to remove them or make them non-normative.
