DR 12-0021 - SML: External data, missing normative references

We reviewed this proposed solution at the meeting in Copenhagen, but I'm e-mailing out the attachment for consistency and visibility.

This is modeled after the solution to DR 10-0014, which removed references to OLE DB and replaced with them with general references to "custom data connections".  An informative note was added indicating that Office interpreted the numeric value now described as a "custom data connection" as an OLE DB connection.

For this DR, the same approach is applied to DAO, ADO and DSP.
