DR 13-0004 and extLst vs. ext

[MURATA Makoto]

An ignorable attribute at extLst is *not* dropped.  See attached documents.

My previous experiment revealed that @MustUnderstand at extLst raises
an error.

I am confused.  Does MCE apply to attributes of extLst?  Yes (@MustUnderstand)
and No(ignorable attributes).
