OPC WD1 - XMLDSIG/XAdES proposed changes

While reviewing this in the Bellevue meetings this week, we adjusted some of the comments/redline in the XAdES area.  I've attached the results of that.

I finally completed a first pass reworking the existing XML Digital Signatures text and proposed a new subclause summarizing (I believe) our current consensus and questions re: XAdES.  This is built on the official WD 1 Rex published.

I apologize for the late distribution.  Much of it is editorial or summarizing past discussions, so we should still be in a good position to review it next week.
