Another draft of 30114-2

Dear colleagues,

Based on the discussions in the previous teleconference, I created
another draft of 30114-2.  If consensus is achieved in the next
teleconf, we can go for a DIS ballot.

Here is a list of changes.

1) I modified the introduction by copying the first para of the
introduction of 30114-1.

2) In a new note in 4.1, I added a reference to 30114-1 and MCE, and
explained that this standard does not use MCE but rather use forgein
OPC parts.

3) To allow MCE in XML parts, I modified the first para of 4.3, that
of 4.4, and 5.  Modifications to 4.3 and 4.4 are based on the
definition of conformance in 29500-1.
