The COR2 ballots on 29500-1 and -4 have closed without comments

Although there were 3 comments on each, they (redundantly) contained "we
abstain", so don't count as real comments. With no comments, we have no need
of a comment resolution meeting, and I'll start producing the new 29500-1
and -4 base documents using 2012 along with COR1 and COR2.
