Rewrite of OPC: Relationships

I pointed out that definitions of relationships are
circular last year [1] , and proposed a rewrite [4].  But my
rewrite was plain text.

I had an outstanding action item to "create and circulate
a 29500 version of his re-write of OPC §8.5, based on the
version he already distributed, so people can add
comments/changes.".

Finally, I did this by modifying Open Packaging Conventions
WD2.1 [3].  While doing so, I find my previous rewrite
unsatisfactory.  I hope that the modified text [4] is more
useful.
