DR-14-0009, "SML: Named Styles"

First, Primer in 29500-1, most notably L.2.7.4.4   Cell D2 Formatting,
is very clear about this topic.  What else do we need?

Second, we can create two defitions: one for cellStyleXfs/xf
and another for cellXfs/xsf, if we really would like to do so.
But is this a defect?
