OPC: Normative references to Dublin Core

Dear colleagues,

I am trying to create a new OPC WD by the end of
this year.

Two normative references in the published ISO/IEC 29500-2 look very
strange.  Neither of them reference specifications.

Dublin Core Element Set v1.1. http://purl.org/dc/elements/1.1/
Dublin Core Terms Namespace. http://purl.org/dc/terms/

In EPUB 3.1, we have

[DCMES] Dublin Core Metadata Element Set, Version 1.1.
http://dublincore.org/documents/dces/
[DCTERMS] DCMI Metadata Terms. http://dublincore.org/documents/dcmi-terms/

Or, as Carolline pointed out, should we reference ISO 15836-1:2017
