DR-15-0021, DR 16-0021, and DR 16-0025: CT_HtmlPublishProperties and Primer stuff in Part 1

I'm not certain whether my comment in my email of 12/6/2016 has been
fully taken into account.  pubBrowser appears in the example in the
Primer and I don't think you changed that.

Looking at ISO/IEC 29500-1:2016 (dated April 2016) I see "The
pubBrowser attribute on the htmlPubPr element (Part 4, §11.2.1.1) was
renamed target."

...  Should this DR solution use "target" instead of "pubBrowser"?
