Another clause for DSig 1.1

Dear colleagues,

I am wondering if we should introduce another clause for digital
signatures rather than rewriting the existing clause.  The existing
clause continues to be devoted to XML DSig 1.0 and SHA1.  A new clause
allows XML DSig 1.1, more hash algorithms, and XAdES EN.
The new clause introduces a separate relationship type.

Pros:

- The existing clause ensures backward compatibility.
- Fewer restrctions on the way the new clause is organized.

Cons:

- Duplication of information is unavoidable.

I am now trying to create a draft of the new clause.
