Let's discuss DR-16-0025 on next week's WG4 call

Murata-san and I have *not* resolved this privately, so let’s review it on the call. Rex

I am in the process of creating WD1 of 29500-4, and have incorporated all
the closed DRs since the 2016 edition *EXCEPT* for 16-0025 (which is
attached).

My plan was to then hand over WD1 to Murata-san, so he can do the work
needed to resolve the attribute group rearrangement (part of which is
VML-related).

As the resolution of 16-0025 deals primarily with VML, I thought I'd apply
that before finalizing WD1. However, when I look at that DR's log entry, I
see a list of things I proposed doing to make that happen, but no mention
that my suggestion was ever discussed/approved by WG4.

If WG4 wants to review my proposal, then let's make that the main item on
the next teleconference. Then I can apply the resolution, publish WD1 as a
WG4 document, and hand it over to Murata-san. Alternatively, Murata-san and
I can review my proposal privately on a Skype call, and report back on
anything we found that was *not* in my proposal. Which approach do members
prefer? Note this does involve moving normative and informative text and
schemas from Part 1 to Part 4.
