Yes, it looks like it. I've just reviewed the source of the file that
caused me to check and it looks like I got the wrong attribute; it should
be operator.
Here's a sample (generator appears to have been LibreOffice) which is
definitely invalid but Excel is happy with:
<cfRule type="duplicateValues" dxfId="0" priority="2" aboveAverage="0"
percent="0" bottom="0" operator="duplicateValues" text="" rank="0"
equalAverage="0">
<formula>0</formula>
</cfRule>
The operator is definitely nonsense here I just wonder why Excel doesn't
raise an objection?
