Reference to Dublin Core Metadata Element Set V1.1

Folks,

At preseent, the normative refence to Dublin Core Metadata
Element Set V1.1 in 29500-2 is a link
http://purl.org/dc/elements/1.1/.

But this link does not provide a human readable result.  I thus
would like to revise this reference.

There are two specifications for Dublin Core Metadata Element
Set V1.1.  Which one should we reference?

1) ISO 15836-1:2017, Information and documentation -- The
    Dublin Core metadata element set -- Part 1: Core elements

2) Dublin Core Metadata Element Set, Version 1.1: Reference
   Description http://dublincore.org/documents/dces/

To reference 2), we have to make sure that either Dublin Core
is an approved reference specification originator or we
prepare a reference explanatory report.  I prefer 1).
