DR 16-0006 - partial response - the DR is actually made up of 1 question
around Charting and 3 questions relating to Graphics. The Charting question
was actually answered and is documented in the DR document:

The clarification is looking for the default value of certain elements when
they are omitted. Most of the elements called out (those beginning with
"cust") represent customization properties that do not have a default value.
When the element is not used it means it has no customization. The remaining
two elements ("@coherent3Doff" and "@phldr") are treated as false when
omitted.
