I think that we are ready to close this DR.  We only have to add an 

attribute table having a single entry.  The attribute name is ref (Reference).

This one is just asking for text for the ref attribute on CT_MergeCell.  Here’s the proposed text:

 

A Reference that specifies the location of the merged cell.

The possible values for this attribute are defined by the ST_Ref simple type (§18.18.62).
