OPC public review call

Folks,

I created a wiki page

for the public review and the
open teleconference for the OPC revision.

I also submitted some issues to some projects
at GitHub about this public review.

The open teleconference will be held on 2018-11-01 at 13:00 GMT

This teleconference is not for technical discussions but for the open
review procedure.  Your attendance is certainly welcome but is required.
