I find that Rex provided summaries of  CH comments in "Consolidated
DCOR1 Comments.xlsx".  It is completely normal for the project editor 
to summarize comments from member bodies.  However, OOXML 
is always different.  We have to make clear that we considered 
all comments from Switzerland.

I think that it would be safe to reference to N 1317 
and give an extremely short summary.  Since the current 
summary picks some of their arguments and omitted others, 
one could argue that important arguments are ignored.

Here is my proposal.

Comment

Although Switzerland abstained for lack of consensus, 
they described concerns about Change 12.  Their concerns 
appear as part of N1317.

Proposed change

Sitzerland suggested that removal of Change 12 would 
resolve their concern.
