#95 in the Part1 FPDAM

If we drop an unnecessary occurrence of a namespace in #95 of the 
Part1 FPDAM, we do not have to introduce another change for 
cancelling this change in the FDAM for Part4.

The original is:

	The relationship type of the explicit relationship specified by
	this element shall be
	http://schemas.openxmlformats.org/officeDocument/2006/customXml
	and have a TargetMode attribute value of Internal. 

Rather than replacing this old namespace name with a new one, we can 
write:

	The Relationship element referenced by
	this element shall have a TargetMode attribute value of Internal.
