BR-0001 in the Part1 FPDAM proposed disposition documents

I agree with Rex that this comment should be rejected, but 
I don't think that Shawn’s upcoming whitepaper should be 
referenced in this disposition document. 

Here is my proposal:

The two FPDAMs implement the best solution that WG4 has been able to
find.  Brazil is requested to join WG4 and propose a better solution.

Rejected.
