ST_HoleSizePercent in Part1 FPDAM1 and Part 4 FPDAM1

Permissible values are between 10% and 90%.  So, the strict schema 
attachment files (both XSD and RNC) have to be fixed.  The transitional 
schema attachement files are fine, and Annexes A and B of both FPDAMs 
are fine.
