As I was reading the text the other day, I was thinking the exact same thing. Also, by reading the three DRs, I find no indication that application conformance was to be removed altogether. I realize that the text was drafted in the last half hour of our meeting, but I don't recall discussing this either.

(PS: could you forward this mail to the list for me? ECMA has decided to block CIBER's mail server, so I cannot email to the list directly)
