DR 12-0014, "SML: Table, term not defined" deliberately not closed after Copenhagen

Hi all - I had this one on my list of things to look at, and I've attached a proposed resolution (as a change-tracked DOCX file, and also a PDF showing the changes).

My proposed resolution is to revert back to roughly what I was doing in the original proposal - defining the term "insert row" inline in the @insertRow attribute, and then to refer to that definition in @insertRowShift. I also spotted another reference to the insert row inside the "tableColumn" element, so I've also updated that. I think the term is a little too specific to define in Terms and Definitions.

I also integrated several other edits made during the WG4 face-to-face, so this should represent the best of the two approaches.

On yesterday's teleconference, it was noted that, "This was closed in Copenhagen; however, that is not reflected in the DR's Status field or in the spreadsheet log."

After reviewing the decisions from Copenhagen, I posted an objection to closing this, and did NOT close this DR. See the DR log for details.
