Shouldn't prohibit relationship transform within a package-specific Object element

I think that the below sentences in the first bullet
of the first itemized lisin 13.2.4.1 of OPC are
incorrect.

  The producer shall not create a reference to a package-specific
  Object element that contains a transform other than a
  canonicalization transform. The consumer shall consider a reference
  to a package-specific Object element that contains a transform other
  than a canonical transform to be an error.

In the example in 12.4, there is a package-specific Object element
containing

<Transform
Algorithm="
http://schemas.openxmlformats.org/package/2005/06/RelationshipTransform">...
</Transform>

Thus, relationship transform has to be allowed.
