I think Rob's suggestion is right on the money:

"one way forward might be to modularize the Zip specification so that particular features were identified and labelled - this would make the task of profiling easier for users of the spec."

Is that the work to be undertaken in the following item?

"Alex BROWN, Jim PETERSON and Rob WEIR volunteered to help identify some technical features of Zip"
