Not exactly, once you are logged in it is possible to directly paste URL
into browser, e.g.:

https://members.ecma-international.org/get.php?group=SC34-WG4&file=2009_sub_sc34-wg4-2009-0100.pdf

So at worst, you will paste link into your web browser, type in
username/password (if browser doesn't remember it for you) and then
paste link again.
