My comments on DR 10-0001

I am afraid that I do not understand this thread very well.

Does @dateCompatibility control the conversion from ISO 8601 dates 
to serial dates at run time?  In other words,  does this attribute 
change the result of adding 1 to "1900-02-28"?   Or, does  this 
attribute merely allow or disallow "1900-02-29" in strict documents
without affecting computations?  Or, both?
