DR 09-0297 — WML: Distribution of elements among Parts

Hi again – this DR concerns how to determine which OPC parts a given element may occur in, and proposes adding a list to show in which parts an element may occur, much like the “parent” or “child” lists.

I think we ought to reject this DR - unless I'm misunderstanding it, it's possible to tell from the schema which parts this may occur in and adding an additional table would merely bulk up the standard even further and provide another opportunity for repeated material to get out of sync.

I'd like to discuss this DR on the next call, but I'd be in favour of rejecting it.
