DR 10-0025 — WML: A required attribute @val only in the conformance class “Transitional”

This DR concerns a "val" attribute on font character sets which is required in transitional but optional in strict.
This is a clear mistake in the transitional schemas - this attribute should be made optional. I've attached a document showing the changes required both to the schema and to the prose, to switch this attribute to being optional and explain what to do when it's not present.
