Proposed fix for DR 10-0016 ("MCE: Core Concepts")

Hi Chris,

As per your suggestion in the file about "removing elements" - wouldn't
it make the definition of "feasibly valid" a tautology - "fragment x is
feasibly valid to spec y if it can be transformed into a valid document
by removing or adding any number of elements and attributes" ?
