IIRC, you can have parts of the content type application/ in a 29500 compliant file.

Do OOXML documents contain ActiveX programs only when OPC parts of the type "application/" exist?  If this is the case, we can claim that macro-free OOXML documents are also ActiveX free and thus safe when "application/" does not appear in [Content_Types].xml.
