I believe you are right.  But when we register macro-free
OOXML media types at IANA, can we claim that
the absense of the media type application/vnd.ms-office.activeX+xml
ensures the absense of Active-X?
If this is the case, I can imagine that IANA reviewers
will feel much more comfortable.
