That is correct.  If there is no part of type application/vnd.ms-office.activeX+xml, you can safely say that there is no ActiveX control in the file.  If there is, the file would be invalid.

I believe you are right.  But when we register macro-free OOXML media types at IANA, can we claim that the absense of the media type application/vnd.ms-office.activeX+xml
ensures the absense of Active-X?
If this is the case, I can imagine that IANA reviewers will feel much more comfortable.
