DR 09-0298 — WML: Timing of number reset

This DR concerns the fact that it's not clear from the text exactly when numbering on numbered lists is reset. The DR proposes rewording the prose in the relevant sections, and adding a new section to the primer on this specific topic.

I don't think that the new topic in the primer is necessary, partly because the answer to this DR has turned out to be significantly simpler than the original text in the standard implied. I think we can fix this by making the existing text more concise and adding a more straightforward example. My proposed changes are attached.
