DR 11-0004 — MCE: Transitional namespaces in the NVDL scripts for MCE validation

I think we should be able to close this DR in Berlin – it represents an error in the NVDL scripts that was missed during the Transitional->Strict namespace changes. We could perhaps merge this with DR 11-0020 if that made sense.
